AASHTO, ARTBA and AGC do not copyright these materials so they may be copied and redistributed without restrictions. AASHTO-ARTBA-ACG Task Force 13 of Joint Committee on Materials is responsible for maintaining the contents of the Guide and the published guide should be considered the only "official" version of the Hardware Guide. In 1989 the
National Cooperative Highway Research Program of the Transportation Research Board awarded NCHRP Project 22-10 to Momentum Engineering, Inc. of Franklin, Tennessee. The purpose of this project was to up-date the 1979 AASHTO-ARTBA-AGC Document, "A Guide to Standardized Highway Barrier Rail Hardware." The draft document was extensively reviewed by AASHTO-ARTBA-AGC Task Force 13, industry representatives, personnel at many DOT's in April of 1994. The document was approved by AASHTO-ARTBA-AGC Task Force 13 at thier Fall 1994 meeting. AASHTO approved publication of the document in the spring of 1995 as the result of a member ballot. Dr. Malcolm Ray put the draft materials on the web in 1995 as a service to the roadside safety community and to provide a means of exchanging up-to-date roadside hardware information. Since the completion of the NCHRP Project with Momentum Engineering, the document has been maintained by AASHTO-ARTBA-AGC Joint Committee on New Materials Task Force 13.The same project team also produced the AASHTO-ARTBA-AGC Task Force 13 A Guide to Standardized Sign Support Hardware". The sign guide was approved by Task Force 13 in 1995 but has never been formally adopted by AASHTO, ARTBA or AGC. For that reason it has not been published by those organizations. Since the completion of the NCHRP Project with Momentum Engineering, the document has been maintained by AASHTO-ARTBA-AGC Joint Committee on New Materials Task Force 13.
